Since 1996, the financial institution has delivered $2.8 billion in loans to more than 2,770 community-focused projects, creating or retaining over 45,250 jobs and creating or preserving 14,000 units of affordable housing, directly benefiting 5.2 million people.
LAKE FOREST, Calif., Oct. 15, 2026 /PRNewswire/ -- Clearinghouse Community Development Financial Institution (Clearinghouse CDFI) announced that it has secured a $100 million allocation from the U.S. Department of the Treasury's Bond Guarantee Program (BGP). The proceeds will be deployed in low-income, underserved, and rural areas throughout the United States for community and economic development.
"I want to thank the Department of the Treasury and OMB for providing careful analysis, oversight, and confirmation that this program will drive jobs and economic growth and create new affordable housing—consistent with current administration domestic objectives," said Douglas Bystry, Founder, President, and CEO of Clearinghouse CDFI.
The CDFI Bond Guarantee Program does not provide grants; instead, it is a federal credit program functioning at zero cost to taxpayers. The bond proceeds are debt instruments that must be repaid. Evidence suggests the government actually earns revenue through the interest being charged on the debt.
Enacted through the Small Business Jobs Act of 2010, the CDFI BGP responds to a critical market need: long-term capital that spurs economic growth and jump-starts community revitalization. Through the Program, Qualified Issuers (Community Reinvestment Fund) apply to the CDFI Fund for authorization to issue bonds, which are then sold and provide CDFIs with access to substantial capital, which they use to reignite the economies of some of our nation's most distressed communities.
"We hope to deploy some of this capital in places like Mississippi County, Arkansas to create new housing for steel workers and their families," Bystry added.
Successful Repayment, Job Creation, and Housing
In March of this year, Clearinghouse CDFI announced the full repayment of its first $100 million bond issued in 2014 through the CDFI BGP. The transaction represented the first bond ever issued and the first repaid through the program.
Clearinghouse CDFI deployed the bond allocation through 81 loans totaling $196 million, financing community development projects across several states, including Texas, Pennsylvania, Nevada, New York, Arizona, and California.
These projects generated significant economic activity, creating 2,253 permanent and construction jobs while retaining 725 existing jobs. The financing also created or preserved 718 affordable housing units.
"The greatest challenge in turning around blighted and distressed communities is access to capital. We seek out those opportunities to bring about real change through affordable housing, education, healthcare facilities, and small business lending," said Bystry.
